Sheffield Wednesday Faces Serious Challenges, Says Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The team's ongoing struggles constitute a "significant problem" and the independent regulator is aiming to acquire authority to look into club affairs in such situations, its new chair the official has announced.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporter groups connected to the football team recently.

The football club have been struggling on and off the field in this season, with the club failing to pay players on time on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations brought to our attention if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be open to selling the club at the stadium, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in March and May caused limitations by the league officials in June, preventing the club from carrying out any recruitment activities for the following recruitment periods, although the ban was rescinded in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"But the truth is, when you look back over the history of football, over the last 20 or 30 years there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to lay out the remit of the authority recently and maintained it represented a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we've got to keep it going.

"There's an enormous amount of money coming into football and has been channeled for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the Premier League.

"I of all people understand the concern of undermining the division as a high-quality offering of the nation. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in 2020.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am presently disconnected from any form of political activity."
